Комитет Жогорку Кенеша по бюджету, экономике и фискальной политике одобрил выбор компании «РСМ Кыргызстан» для проведения аудита Счётной палаты.
На заседании комитета 10 июня аудитор Счётной палаты Вадим Садовников напомнил, что независимые аудиторы, проводящие финансовую отчётность ведомства, должны получить одобрение комитета. Для этого была сформирована комиссия из 9 человек: 3 депутатов парламента (Таалайбек Масабиров, Карим Ханджеза, Айсара Абдибаева), 3 аудиторов и 3 сотрудников Счётной палаты.
Садовников сообщил, что 13 апреля было опубликовано объявление о конкурсе на проведение аудита, в соответствии с законом о госзакупках. Первое вскрытие заявок состоялось 7 мая, и единственным участником стала компания «РСМ Кыргызстан». Её технические и квалификационные параметры соответствовали требованиям.
Во втором этапе конкурса, который прошёл в конце мая, «РСМ Кыргызстан» предложила стоимость своих услуг в размере 598 000 сомов.
«Общий бюджет на проведение финансового аудита за 3 года составлял 600 000 сомов. За такую сумму серьёзные компании не готовы проводить проверки. Данная компания нас удовлетворила как по объёму работ, так и по стоимости. Все квалификационные требования и справки были предоставлены», — отметил аудитор.
Члены комитета единогласно утвердили проведение аудита Счётной палаты компанией «РСМ Кыргызстан».
Следует отметить, что «РСМ Кыргызстан» является обществом с ограниченной ответственностью с иностранным участием и частной формой собственности. Компания была перерегистрирована 26 сентября 2023 года и занимается бухгалтерским учётом и аудитом. Её директором является Гульназ Тайырбековна Борбугулова, и в компании насчитывается 4 учредителя.
